The new Home and Community Based Services final rule will require states to respond with changes to promote community based settings.

The Home and Community Based Services Advocacy Coalition has released a three part toolkit related to the new rules, including 1. What you should know 2. Settings presumed to be institutional and the heightened scrutiny process and 3. How to advocate for truly integrated community settings.
